The Mainland and Macao signed the CEPA Agreement on Trade in Services under the framework of CEPA on 28 November 2015, the Agreement Concerning Amendment to the CEPA Agreement on Trade in Services on 20 November 2019 and the Second Agreement Concerning Amendment to the CEPA Agreement on Trade in Services on 10 October 2024 to expand the scope of the original CEPA and deepen its commitments. Definition of Macao Service Supplier and the Examination Procedures
Generally speaking, natural persons and juridical persons can enjoy CEPA benefits provided that they fulfil the definition stipulated in Annex 3 to the CEPA Agreement on Trade in Services. A natural person means a permanent resident of the Macao Special Administrative Region, whereas a juridical person means any legal entity registered under the Commercial Code, Commercial Registration Code or other relevant laws of the Macao Special Administrative Region and has engaged in substantive business operations in Macao.

Juridical person: Apply to the Economic and Technological Development Bureau (DSEDT) for a MSS Certificate before applying to Mainland authorities for providing services in the Mainland with preferential treatment under CEPA. Enterprises may submit the application form, declaration and other relevant supporting documents online or in person. Natural person: is not required to apply for a MSS certificate and should provide an identification document from Macao Identification Bureau to the Mainland authorities in order to enjoy CEPA preferential treatment.
